platform.claude.com API usage ruled out as too expensive at this stage (operator, 2026-07-02). Everything runs on the subscription or zero-external-key paths (Workers AI — subagentworkers.com/subagentdb.com prove it). Any API-key proposal is spend_commit-gated AND requires this rule explicitly revisited.
